I don’t know either of those browser extensions but YouTube for example allows sharing videos with a link to a particular starting time so that would already be very useful I think.

Worldbrain's Memex browser extension has an even simpler version of this feature, which already brings huge value. (They make it relatively easy to add timestamped links to your annotations, without screenshots.)
